| SEBIB is one of the units which, upon ratification from Shanghai Foreign Economic Relation & Trade Commission and Shanghai Foreign Investment Commission, may provide consultation and agency businesses for the representative offices of foreign, Taiwan, Hongkong, and Macau enterprises in Shanghai, as well as the foreign-invested enterprises. Its Consulting Dept. is properly in charge of aforesaid businesses. |

| 1. Providing consultations of all sorts for the foreign investors concerning their investments in Shanghai (including investment opportunities, market survey, feasibility study, project evaluation, etc.)

Undertaking the examination and approval procedures for foreign investors concerning their investments in Shanghai, and a series of registration procedures involved, namely registration at Industrial and Commercial Bureau, the taxation registration (including consultation services in the change, postponement and termination of investments) , employment registration of foreigners, residence permit for foreigners, etc. |
